Born in Tijuana, Mexico, a proud Fronteriza, Nora grew up in southern San Diego County, California, and developed a passion for public service early on. She graduated from Montgomery High School and attended Southwestern College before earning a Bachelor's degree in Politics with an emphasis in Peace and Justice studies from the University of San Francisco. Nora later completed graduate work in Applied Gender Studies at Claremont Graduate University.
